They just amended this. They were going to require passport, but changed it to birth certificate for now.

If the baby is re-entering by sea, you can use a birth certificate ONLY UNTIL January 1, 2008. After that point, your baby will need a passport regardless of whether or not you're re-entering by land, sea, or air.

If the baby is american he/she is subject to the same passport requirments as an adult. Age is not an issue only how you are travelling for now but that too will be changing in the future.

passport is required, if the baby is less than 5 years he or she can travel if its endorsed in Parents passport
