I have a 2 yr. old black pomeranian and her hair doesnt seem to poof up like the other poms..any suggestions or answers? Thanks!

You have to brush the coat thoroughly and on the final brushing do it against the lay of the fur. Also if her fur isn't spotless she wont seem so fluffy, after a wash blow dry gently while brushing her. Also if its damp, she may seem less fluffy.
Then she may just not have as much fur as the others of her breed.

Pomeranians actually has two coats of fur they need special care to keep their coat looking good. Pomeranians have a short undercoat that is fluffy as well as a longer topcoat that this straight. After wetting the fir, make sure the moisture has soaked through both layers of their coat, and then use a stiff brush to smooth out their fur. Start at the head of your Pomeranian and part their fur brushing it forward from roots to the tip, continue this process until finished.

Grooming Requirements
The Pomeranian has a luxurious coat and does shed a lot, so grooming is a necessary and time-consuming task. You should brush the coat regularly and use dry shampoo as and when required. You should also take the opportunity to check the eyes and the mouth of your Pomeranian, as well as taking him for dental check-ups to maintain oral health.

I'd suggest putting it in the dryer for a couple hours on high heat.
