I love that one (God says you will get 7 vergins in heaven if you blow yourself up and kill people)
I would say the answer is simple, No human being can make any claim what so ever to speak for GOD!
However there are many low life scumbags and terrorists who have no problem using God to make money or spread there point of view.
The thing people need to learn to do is access the one sure fire answer to all there questions on the difference of right and wrong!
And that is to look into there hearts, Lets say you are standing in line and the person front of you drops a 10 dallor bill, what does your heart tell you is the right thing to do?
Take it for yourself or pick it up and return to the person front of you?
A greedy religious leader can turn this whole thing to his favor and claim it was God who made the person drop the money and you should take it and then donate it to the church.
But in reality your heart will never fail you, and if you fallow it, you will know to pick it up and give it back to its rightfull owner.
God does speak to us in this way, and in a world of false profits, it is the only way to know true right from wrong!

God exists everywhere. Each human being has a fraction in him representing the Almighty. When a person says 'God says---' this fraction takes over, & through his mouth God Himself speaks.

a better question would have been "How do you know that your religion's particular holy book is the REAL divine word of god and not all those other religions' devine holy books?"
It is impossible to know. That's what faith is. I find it terribly, well, stupid to believe something for no reason, but somehow faith is seen as a virtue in many cultures.

I wouldn't dream of trying to speak for God off the top of my head. But He gave us the inspired Scriptures to tell us what He thinks about quite a number of things.
If I'm telling a person what He says, I'd better be referring to what He really said, not just making it up off the cuff. As a previous answerer said, He speaks for Himself just fine. (perfect! I couldn't say it better!)
