would a child thats been working on and off for the past 4 years

if they do why dont children or there parents get in trouble when they dont do it

YES they do....but...if they make under a certain amount (different state to state) They might get all the with holdings back because they are students...but they need to still file.

If you mean does a child that is claimed as a dependent have to file a tax return--the answer is yes but ONLY if his earnings were over $5,150 for the year. I doubt very much that a child would earn anywhere near that if they are just working part-time jobs off and on. However, you can file a return just to get a refund of the federal taxes that were withheld on your paycheck--but you can only go back 3 years to file a return to claim a refund.

If a child works and makes income (not from self-employment) under $5150, they aren't required to file a tax return at all. If they make more than that, they have to file and pay taxes.

It depends on how much they make and their age - under 14, they can file with their parents unless they make over a threshhold (usually with interest income). - over 14, they usually file their own, but can still be claimed on their parents tax returns.
