First of all, look for AT LEAST 300 Thread Count sheets!! They last longer & therefore, are well worth the little extra you pay for them.
Towels: look for THICKNESS. As, once again; it's not about quantitiy, it's about quality!!
Even if you can only get 1 sheet set INSTEAD of 3 or 4 somewhere else w/only 100 thread count. It IS INDEED worth JUST BUYING the ONE sheet set. Then buy more later.
The same goes with the towels. Buy big, thick towels even though they are a little more expensive. They will last longer & in the long run; save you money.

JCPenney has a towel called "America's Favorite Towel" that really is a good one. Thick and absorbent, not expensive, and it goes on sale fairly often.
Other good brands that you can find at discount stores like TJ Maxx and Marshall's and Ross include Martex and Ralph Lauren. That is by no means an exhaustive list, though! Be open to other brands.
I will say, Lands' End towels are not worth the money. They dont' absorb well, made tons of lint in the dryer, and were far too expensive to have a problem with them.

Sheet thread count should be at least 300 single ply, preferably egyptian cotten or pima cotton. You may like sateen-I don't like sateen. If you have a Dillards they actually have a great brand Nobility or Noble Excellence that they run on sale. Target has a decent sheet as well. The higher the thread count the softer the sheet.
Egyptian cotton usually denotes quality. I really like Ralp Lauren towels. They are the best. Many stores run them on sale, and you can get them for a good price.
For a comforter or coverlet or whatever you decide some good brands are Nautica, Noble Excellence, Croscill, and Rose Tree is my favorite. Watch for cleaning instructions many require dry cleaning and you may not want to buy something that required dry cleaning.

Sometimes you do pay more for quality, comfort and reliability with household linens - and it is worth it in the long run. Why not start with just a few really good things and take care to maintain them? The initial investment will pay off when you have enjoyed the softness and strength of really good towels and sheets for many years. An excellent website to visit is:

Head to your nearest Macy's and get their Hotel Collection both for the bedding and the towels; they are awesome; color, style and feel. Pricewise, keep your eye open for the sales, that's when it's convenient to buy them...
