The prophesy of Isiah is fullfilled in John 14. Isiahs prophesy repeated in John 12:40 "He has blinded their eyes, and He hardened their heart; lest they see with their eyes, and percieve with their heart, and be converted, and I heal them"
This prophesy continues to apply as many hearts are so hardened they will not see or percieve any but their own wisdom. We as Christians must continue to sow the seed of Gods word, though some of the seed will fall on hardened ground. We cannot know or judge which person will reject and which will accept Gods message-we can only sow the seed and pray that it will take root and grow.

Jesus said,"they loved the darkness, more than the Light",
In 2 Cor. 4 verse 2, straight above your reference scripture, it says ".....we don't use deception, nor do we distort the word of God, on the contrary, by setting forth the truth plainly, we commend ourselves to everyone's conscience in the sight of God. And even IF our gospel is veiled, it is veiled to those who are "perishing"
In verse 16, chap. 3, it says,"But whenever anyone turns to the Lord, the veil is taken away. (Now) the Lord is the Spirit, and where the Spirit of the Lord is, there is freedom" In verse 14 above it, its says".....only in Christ is it (the veil) taken away" . I believe chap. 3, is explaining how in the times of Moses, man's hearts were hardened and blinded to the to the truth. And it is only "in Christ", and by His Spirit, that removes it. That even nowl, there will be those who reject it and turn away.
Each person is responsible for what they know. And each person makes their own choice. Jesus said, "Choose this day, whom ye will serve" and "a city sat on a hill, cannot be hid"
Though, in their present blinded state, they ARE 'perishing', Satan would love for us as believers, to believe it's too late or impossible to reach them. Some people have thicker skin so to speak, than others. But that doesn't stop God from reaching them.
God knows how to reach their hearts. Scripture teaches that "no one comes unto the Father, unless the Father draws him". another place says,"draw near unto God, and He will draw near unto you"-James 4:8.
In Rom 9:18, it says, "Therefore God has mercy on whom He chooses to have mercy, and He hardens whom He chooses to harden"
You have to be careful with this, if their eyes are blinded to the Truth, and they are unable to understand it, but so were most every believer before they accepted Christ, and He opened our eyes, we were lost & didn't understand it either. there are unsaved because of the fall of Adam, because we are all sinners, not because the gospel was veiled or hidden from us, because Jesus brought the Good News into the world for this very reason, 'that none should perish'. Before Christ, there was only the law of Moses, and we were perishing. But we have been delivered, and set free, because now, we know the Truth. Now there IS a Way, to have everlasting Life, that didn't exist before Christ came, and "this is the victory that is in Christ Jesus, that whosoever believeth in Him, shall not perish, but have everlasting life".
They are blind, and they are deaf, but they are unsaved through sin.

Satan does not have any power over our soul when we put the armor of God around us...no evil can penetrate.
We are not able to see God's glorious light if we do not have Holy Spirit of God guiding us. I rely on God's understanding. : )

Well, Satan makes a great scapegoat, but the truth is, we have a built-in sin nature, and we can't see any glorious light of the Good News shining on us if we're blind anyway. It takes a loving God to open our eyes.

Yes, and the Holy Spirit is the one who brings the light of Christ into the world. He's the one that lifts the veil off of the blind eyes and deaf ears and opens the hearts to understand. As soon as one begins to use faith. We don't believe with our minds first, but with our hearts. Understanding comes after we believe in faith with our hearts.

Sure ... but can you answer why after fervent unceasing prayer by another believer God would choose not to open their eyes? And don't say free will on the others part if you truly believe God can do anything for a righteous man filled with faith.

Satan is a mythological character, Christ being divine is pure fiction. "The god of this world" has blinded the minds of nonbelievers - that is pure rubbish!
