Ask your neighbor if they would like the cat. If they don't want the cat I think you should take Karma with you unless you don't want em. I would take Karma to an adoption agency, but if you do the cat still might be sad.

Strangely enough, I've had this exact experience (except for the cousin part...mine was a rescue animal). My black, fluffy cat was ever named Karma! She now lives with a friend of mine, who moved to a city, an hour away.
If you believe that the neighbors can provide her with a safe, loving home, then talk to them about adopting her. If they are interested, make sure that they know about her diet and her medical history, and make they promise to contact you should they decide not to keep her.
If you don't think you can bear to part with her, make her an indoor cat. My friend, who adopted Karma-Kat, keeps her indoors all the time, and she has adapted quite nicely (except for peeing to mark her territory).

You should make him/her an indoor cat that way it won`t go running off and it is always easier for the cat to adjust to its new home. If you have an outdoor cat when you move it`ll get scared and will take a long time to adjust. I t might even run away! :O

Separation from someone you like can be difficult. Even for cats. However, your cat will get over it. Your cat should love you more than the neighbors. After awhile, your cat will forget it even knew them.

i have had a cat like that also,,, what i did was kept him inside and it was hard to do ,,,he yelled at me for a week,, but now he hates the outside,,all i did was show him love and when he wanted to go out side i gave him milk and soft cat-food works like a charm.you have to be patient

Make her an indoor cat. It'll take some patience but it can be done. When she fusses to go out, distract her with toys or catnip. She's safer inside anyway.
