There are unsecured credit cards that cater to people with bad credit or no credit history. The limit is not going to be very high - around $500 but they will increase it periodically based on how well you manage the existing line of credit. Best of luck.

Stay away from Aspire, it is a supersubprime card loaded with "extremely high" fees.
You might check with your bank or credit union and ask about their secured cards.
Maybe check with Orchard and HSBC, they do check credit but they are for the consumer with bad credit.
All major cards and store cards check credit,
I only know of one store card that does not check your credit. That is Crown Jewelers. They will report, generally a $1500 credit limit, but you have to make a purchase first. It does not matter if your purchase is the least expensive thing (usually around $25 or $30) they will report.

If you mean is there a card issuer that will NOT check your credit history? No, of course not. If you mean are there credit card issuers who will issue cards to people with realy bad credit histories? Yes, but not knowing any details, it's hard to say unless you apply. Try Aspire Cards. They often will give a credit card to someone with bad credit history.
