Though I have met many malicious people during my life, I can proudly say that none of them were witches.

Okay...I have to say it....Georgie Girl often answers questions that she has no business answering. There is honestly no such thing as a 'cruel Wiccan'. She also only stated part of their law 'do as thy will, so long as it harms none'. I have also never known Wiccans to be drug users. So either she ran into some posers or she is lying.
Also not all Wiccans are Witches and not all Witches are Wiccan.
Sure there are malicious people who grasp for power in every group, however the number seems to be far lower in Pagan traditions. People believe that witches are bad, due to the Bible and what they were taught by their parents/preachers and hollywood. Let them think we are evil....it keeps them away from me.

I've met malicious girls/women who happen to be witches. But that doesn't mean the two are correlated.

I've met some mentally unstable people who CALL themselves witches, but most witches I've encountered are relatively nice.

I've done stuff out of malice before.
Essentially something that could harm another. Or something [to place it less ambiguously] that is not good for anything involved in the act, except the operator.
