When he says he loves it when girls come up and do 'stuff' he's talking about hugging and kissing. Not just talking.
If you like him that much, you could just ask him out, but be prepared, he may want more from you, than you are prepared to give.
So go slow, and see what he really is after.

Say hello... you already know he likes you so whats the problem? Just let the conversation flow like it would with a friend.

Go up to him, ask him out, if he says yes, then go out with him, have fun, enjoy yourself. I'm the same way about girls. If you go out with him, just be the one to start everything, if you want to hold his hand, then do it, want to kiss him, then do it. Take charge.

be yourself, because if he said he likes you, he already likes you for who you are and probably think you are that type of girl who are brave and come up and do stuff.
