They tease it (aka back combing), add extensions or a hair piece for more volume, or pin in a small pad and cover the pad w/ hair.

pull the part up that you want "poofed", tease the backside of it by the roots (the part you won't see). pull it back...use the heat from a hair dryer to smooth the top if you need to...and put a clip or whatever in it. if you need more hold and hairspray isn't working...use bobby pins ( the color of your hair) underneath the "poof" as well. gl;)
