You have to file both. Unless your state doesn't require it. You will need to check with you state tax commission on that. But, most of the time, you have to file both.

You may have to file both, but you don't have to file both at the same time, most people file them both at the same time for convenience! You are dealing with two different entities, the federal government , and the state government! Of course if you wait till the last day, yea, you have to file them both before the deadline! when you send them, they go to two different places ! A lot of tax preparation places make it easy for you to file them both at the same time,very convenient!
