I'm planning to build a computer system that's able to display 1080p HD-DVD video. Do I have to buy a HDCP enabled video card to harness all the digital quality of the picture?

HDCP will not enhance your video quality, but may be mandatory if you want to send HD signals out of your PC.

HDCP stands for High Definition Content Protection. It's recommended for future compatibility but isn't required, and it won't improve the picture or sound in any way. To my knowledge it simply means that it will be able to support playback of copy-protected HD media.
