Of all the years of watching and trying my best to not miss a race...its determined by the point standings...
So that means Jeff Gordon will start first...YES!!!
He's gonna win if he starts on the pole, i know it

If qualifying is rained out then the starting positions is based on the current owner points. The top 35 are guaranteed to start the race, and where they start the race goes by the CURRENT owners points.

If qualifying is rained out, the Top 35 in points are locked into the show, as is the person with the past-champions provisional. The remaining spots are decided by owners points, which include qualifying attempts.

By owner's points. The top-35 are guaranteed a spot and would start in the order they are in the point standings (Gordon 1st, Burton 2nd, etc....) Gordon would NOT be credited a pole.
If it is rained out, positions 36-43 go to:
36. Vickers (won a race in 2006, previous season)
37. Jarrett (former Champion)
38. Schrader (36th in OP)
39. Riggs (37th in OP)
40. Blaney (39th in OP)
41. Bliss (40th in OP)
42. Menard (43rd in OP)
43. Wallace (44th in OP)

Reutimann, Waltrip, Mayfield, Andretti, Allmendinger, Ward Burton, Lepage and Wimmer would go home.

These are the qualifications for making the race in a rain-out:
1. Top 35 in Owner Points
2. Reigning Champion or last year's event winner
3. Car owners whose team has won in the previous season.
4. Drivers who have won in the previous season, or current season to date.
5. Past Nextel Cup Champions not in by 1 thru 4 (provisional not required)
6. Number of qualifying attempts set in order of current owner points.
7. Qualifying order position

Ward Burton is technically 41st in Owners Points, but he is only credited with five attempts at qualifying, not six. Therefore, those who have attempted to qualify six times get in the field instead of him. I am not sure why he does not have 6 attempts credited, since he DID attempt 6 races. Maybe they were post-entry one week or something.
Looked up Ward Burton's situation. His owner (Morgan McClure) made a deal to purchase the owner points from the Pheonix Racing's 09 team (they finished top-5 at Daytona). However, they withdrew their entry at California before the deal was completed. So, for some technical/legal reason, the 4 team is only credited with 5 attempts. I still don't really get it, but oh well!!

NASCAR Rules are if qualifying is rained out it is based on the Driver's point standings. The top 35 locked in is Owner points; but qualifying order goes by Driver points. In this case everyone from 43 on up in the points is in the race; Sorry Michael Waltrip.

By the owner's points for the top 35. Then they take anyone outside of the top 35 that is eligible for available provisionals (Brian Vickers for winning last year and Dale Jarrett still has a couple of past champion's provisionals). After that they will go by the teams with the most qualifying attempts so far this year in order by their points. #21-Ken Schrader (36th in owner points), #10-Scott Riggs (37th), #22-Dave Blaney (39th), #49-Mike Bliss (40th), #15-Paul Menard (43rd) and #78-Kenny Wallace (44th). #4-Ward Burton is 41st in owner points, but in the Morgan-McClure Motorsports deal to gain Phoenix Racing's [#09 Chevy] points from Daytona, the team is considered to have attempted to qualify for five of the six events this year because Phoenix skipped California before that deal was completed. After the top 35, teams with the most attempts have priority in making the field once past winners and past champions are placed on the grid.

They do NOT go by driver's points, if they did Mark Martin would not make be starting in the 6th position. He will however because the 01 Army car is 6th in OWNER'S points and that is where (6th) he will start if it gets rained out.

Owner points from races already run.

By the current driver point standings. In case of a tie, they use the owner point standings for the tie breaker.
