Does it have to "say" something about her?? I am 39, happily married, and still don't wear panties sometimes...I find them uncomfortable with certain clothes. Not all the time, mind you. Just occasionally. Mu husband thinks it's sexy when he knows I'm not wearing any. It doesn't neccessarily mean anything, though.

It could say lots of things, like:
She gets hot easily and doesn't want to wear any more than she must.
She needs to go buy panties that fit.
She hates picking her panties out of her hiney all day.
She doesn't want panty lines.
She could be wearing thongs and you just can't see them.
