Check out the fabric/craft stores. For a friend's shower, I put together little bud vases and silk flowers with a ribbon tied around it matching her colors. The whole thing worked out to be $1.00 per guest.
Even just stopping in a craft store (A.C. Moore, Jo-Ann's) and asking one of the salespeople will give you some ideas. Usually there's an aisle or two devoted solely to this purpose. (these stores frequently have sales, too).

For mine I'm going to go to the dollar store and pick up some wine glasses and decorate them with acrylic paint with the names of the people in the wedding party along with the date and time of the wedding.

I got a laundry basket with laundry soap, softener, spray and wash, clothes pins, etc. It was cute and I did actually use all the stuff. A lot of this could be picked up pretty cheep.

Dollar store. They have so many nice things for a dollar you wouldn't believe it. Vases, candles, candle holders, picture frames, wine glasses. Check it out you will be surprised.
