you should ask her out. and as if you didnt noe i am one of the popularest girls in school. *not bragging* you should really get some spirit in you! try to ask her out before she's find some one. if she doesnt want to just keep it cool. and give her some space

TELL her the way you really feel.
be as creative as you can. with baloons, fireworks, flowers, everything cute you can think of..like in movies. girls love that. but most important is: what you say comes from your heart. ALL the things you truly fell, tell her! tell her all the things you think about her, and the way you feel about both of you.
just TELL her! if you don't you might not know that you could've had a chance with this incredible girl and you blew it. if you love her, she's worth the risk of getting humiliated, or rejected right? she should be worth all that trouble.
just be creative in telling her. and make sure it comes from the heart!

Start getting closer to her and start asking her to go with you places, you must now know where she likes going.
She must know you by now, also. You need to start the relationship little by little because you need to find out if she just wants to keep you as a friend or if she really has the hots for you.
Start giving her hints about your feelings and if she stops you, then you know she just wants your friendship and you have to live with that, it will hurt less than getting in to the relationship and than she leaves you.
If she goes along with your feeling you will know and you will feel it.

after 3 years...she has never tried to be close to you, more than a friend would be? either ask her or realize that she only wants to be friends. there is 'always' that possibility she may be a gay girl and you don't know that??
