This one I came up with myself and I prefer it to the filter method - I like to scan a paper that I've torn. Then, I change it to greyscale, copy on new layer on top of original image. I adjust, play with filters, and of course opacity and different methods of transparency such as overlay. Then, touch it up with the eraser tool when you're done.

I don't use photoshop, but I do edit the heck out of my photos at shutterfly.com. I still like to develop and print photos in the dark room, but shutterfly.com is just a fantastic way to edit and alter photos.

It's free to use, you can upload tons of photos and store them on their server, and play around as much as you like without spending a dime.

They have "borders" that are terrific. I'm partial to the old polaroid style border, and the fact that you can turn any photos into black & white, sepia, andy warhol color block style, print to canvas...you name it you can do it there.

They also have very high quality printers and excellent papers so the actual printed photos you purchase from them are perfect. They have a good thing going on, check it out. It's fun, go play.

I doubt Photoshop is this easy, but in Photoshop Elements, open the Artwork palette and choose "Frames." I see several called "Rough Edges" and one called "Brown Paper" that ought to work.
