It's instinct.
You're alone in a dark parking lot. Someone you don't know is walking toward you. Instinct tells you to instantly judge whether this person is a threat/not a threat. Survival is one of our most basic, primitive instincts and one of our keys to survival is judging.
Further more, human beings are social creatures. We have families, cliques, groups of people with which we belong to. A pack, if you will. When someone that is not a part of our group approaches, we instantly judge them threat/not a threat. Do they belong? Are they different?
What makes this basic act of biology even more pitiful is that most judgments we make about others, particularly negative ones, are done without consideration or awareness that our judgments hurt others or are unfounded. Even worse, most of these judgments are no longer necessary in a civilized world. In this part of the online arena, there are no real threats but yet we still judge those that deny our belief systems as a threat to ourselves and, sadly, we react instead of act according to our beliefs.
Of course, some people just like to mock others. It has nothing to do with judging and everything to do with being mean.

If we did not judge how would we differentiate between right and wrong, good and bad, acceptable behaviour and crassness?
Judging is a defence and safety mechanism that protects us and gives us a well defined framework to lead our lives by.
You probably mean being judgemental on here - but consider - it is merely an opinion - if people do not hear what others think is acceptable they in turn have nothing to base whether they are on the right track or not.
Many people have died to protect free speech and the world would be a much poorer place without it.

If you never judge, you are advocating anarchy.
If some dude goes and kills a few people, and we look in the mirror and say, "Ah, well, who are we to judge, we aren't perfect either," then we deserve to be his next victim.
It is vital that we judge, and judge well, or society falls apart.

I don't judge. I have nothing to judge about. I do decide though. I decide based upon actions of a person whether or not I want to hang around with them.

Because we are born with a sinful nature. It's natural for us do so, however it is wrong and we need to leave the judging to God.

At heart we are all tempted and have all sinned.

Because we have our own expectations and ideals of others.
Because it is easier to point the finger then to look at ourselves.
Some behavior is repetative, what ends up happening is that people say to others the things that they themselves have been taught. Recycle
Lastly, it could be the fear of not knowing. Fear period.

Simply... it's human nature. Nowhere does it say we are perfect or have to be, we are after all human. We need to learn by our mistakes and misjudgements. Hopefully then we become better humans.

We should not be judging exactly because we are not perfect.
That does not mean a jury cannot convict a criminal of a crime though.
