No, we are all humans, no one is better than the others to make water blessed or unblessed.

No one but Jesus has the power to bless anything in the sense that the object is now "righteous" or "holy".

There is nothing "holy" about water that a "priest" has passed his hand over.

It is predominantly thought of in various churches that it is only clergy that can bless water. But, Yes anyone can bless water.

Water blessing and holy water is based on the legend of Jesus' baptism by John the Baptist in the River Jordan and the Orthodox interpretation of this event. In this view, John's baptism was a baptism of repentance, and the people came to have their sins washed away by the water. In essence, since Jesus had no sin, it became symbolized as a blessing of the water, making it holy, that is used fully for its original created purpose to be an instrument of life.

God does "anoint" us with the Spirit. "Anointing" is the
undeniable presence of God on a person or thing and is nothing more than the "tangible" power of God which we recognizes the presence and power, of God. It is the tangible evidence of God's Spirit. Some biblical examples are:

John 1:4-15
everyone who loves is begotten by God and knows God.Whoever is without love does not know God, for God is love....Whoever acknowledges that Jesus is the Son of God, God remains in him and he in God.

1 Corinthians 12:27 I reads, " Now you are the body of Christ, and each one of you is a part of it."

(Being the body of Christ means we have the power of blessing .)

"God promised that He would "pour out the Spirit of grace and supplication upon all flesh" (Joel 2:28).

"Wait for the promise of the Father . . . ye shall receive power after that the Holy Ghost is come upon you" (Acts 1:4-8).

And lastly -
"If ye shall ask anything in My name, that will I do" (John 14:14).

By the examples above, annointing any object, item, person or thing with-by-for the Spirit, one who Loves, and simply asks for Spirit blessing...means, yes, anyone can bless water.

Anyone can bless water and make it just as holy as so-called holy water.

Water is water -- H2O. It is not holy or otherwise.

If you want to believe that water from a certain river is holy (if you are a Hindu) or water that has been blessed by a priest is holy (if you are some sorts of Christian) that is up to you, but it doesn't change the water.

What a pitty that organized belief systems have people beleiving that someone...anyone...is more than another when
humans were told WE are ALL created equel.
Masaru Emoto wrote books after many
experiments with water and ice crystals "prooving" water is
programable....Thus it can be blessed, By EVERYONE and
anyone who does so with the Consciousness of universal
Oneness or by changing through thought the frequencey of
the consciousness energy particles that physics tells is in alll matter.

This is not an issue in Protestant churches because they do not believe in baptism as a rite that removes original sin and therefore requiring that the water be blessed. BTW I believe the priest asks God to bless the water, although I suppose you could look at it as God's actions due to the priests prayer. Interesting thought.

If you are anointed of God you can bless water, oil, or anything you choose and consecrate it for holy purposes. The believer has what is called a tangible anointing which is transferable to other objects. For example, there are people who are saved and they have a favorite chair the like to sit in. If someone comes to their house and sits in that chair, they will feel the anointing of God on it. Why? Because that person's anointing was transferred on to it. They do not have to be a preacher, pastor, or prophet, just anointed.

Anyone that is a believer and lives a life in Jesus Christ free of sin. WE just ask God to bless this water and make it Holy and He does. We ask Him to sanctify it and make it be Holy Water to annoint, and He does. But, we must live a life of obeience, and can only do that by following Jesus and loving Him enough to obey, and then HE gives us the power and authority to do as He does. Even heal and deliver , in the name of Jesus Christ great question.
