why does my mom dont let me get a dog?

It depends. Maybe she does not see you as responsible enough to care for a dog. Maybe she cannot afford the upkeep of a dog because she is the one that will be monetarily responsible for the dog. Proper vet care, food vaccinations etc. So many thing to consider but ask your mom for the bst answer.

I don't know your mom, but I would suggest it's because she wants you to spend more time studying so you can phrase sentences properly.
