If the screen is so small, you will not be able to see much of a difference. My guess is that you can't even cover the cost of the digital TV tuner at that price. You can probably get a high-res PC monitor for that price but it may not have HDMI, component, etc. ports.

Go to Best Buy--but for that price you are not going to get anything that great. Even if you have to wait a while to save up a bit more money, it's worth it to get something along clearer.

walmart has a polaroid 15"lcd hdtv with digital tuner for 198.97 but you can only buy it online and its not widescreen.
