According to http://www.urbandictionary.com/define.php?

term=Empo

means Hell on earth.

So, tiempo sin ti es empo = time without you is like hell on earth.

It's a play on words. The word "tiempo" (time), when you take out the "ti" (you), is just "empo" (which means nothing at all - exactly the point!)

I don't know about "empo," but I wil guess that it has a similar meaning to "empty" in English.

So my guess would be:
"Time without you means nothing."
