It's true, you can only get an I-94 at a port of entry. You could exit the US, apply for a student visa, then re-enter, but then your I-485 processing would stop.
Or you could apply for a change of status from H-4 to F-1 while in the US, using form I-539.

Or you could wait for the I-485 to be processed and get your green card; then you won't need an I-94 or anything else.

I think there is something missing here... I-94 is issued to all non-immigrant visa holders at a port of entry....
