Time does not affect them, but damage will. The biggest reason to change them is they no longer stick to the skin. The unit itself is a great method of pain control.

The pads just get old and less sticky but more gummy. If new pads are a cost issue, you can put them in the ice box and that will renew them for a time.
If they don't make good contact with the skin, they can't work. The newer ones will tell you this in an error code.

Often times you lose the adhesive of the pads from excessive use. You can take a small container dilute rubbing alcohol and water in it. place the pad it in with the connector hanging out of the solution. Scrub the pad with your fingers and then place it facing up to air dry on a paper towel. When you touch the pad and it sticks to your finger then its dry enough and can be placed on the plastic sheet. If it doesn't then you let it air dry some more. This allows you to continue using the pads longer.

They do wear out after a little while and you have to replace them. Also if you don't have all of your circuits connected completely in the wires of the machine it will not turn on or give you any power because it's a safety mechanism on it. I use my pads for my TENS machine for about a month (I use it several times a day, everyday), and then replace them.

Usually it's the cables that stop working. The small wires inside get broken From normal usage . The pads are not the reason the machine is not working it's definitely The cables. You will have to get replacements.

The adhesive gives up after a while and you won't get the best of connections. You could always risk cranking the TENS up a little bit.
