Delete all unwanted programme, particular games. Keep cleaning temp internet file. Do defragmentaion once every month.

Depends entirely on your computer. If the harddrive is old, a new one could speed things up (SATA instead of ATA, 7200 rpm instead of 5400).
A processor upgrade could help, but in most cases a lack of memory is the culprit. Find out how much RAM your computer has, and see if you can upgrade it. It's fairly inexpensive, and won't require a reinstallation of Windows.
Apart from that: download CCleaner (www.ccleaner.com), a freeware program that will remove some clutter from your harddrive (and Windows registry), defrag the harddrive regularly and make sure the C: drive has ample space for the swapfile (so keep at least 2,5 times the amount of RAM available as free space on your C: drive).

Put your cursor on My Computer, RIGHT click. Click Properties. At the botom, it will tell you the amount of RAM. If it's less than 750 MB, you should add more. It cost around $80.
