My brother-in-law was recently at Lions Lake and there was a gentlemen there that told him he was at a place he went fishing in PA the weekend before and he caught a 23 inch trout he said he went to the station and they put a wand over the fish and they guy found out he won $500, my brother-in-law forgot the name of it but he knows it was "HOPE" something or other, does anyone have any idea where this is?

It was a lake or pond.

Most likely he caught it in he Delaware River in eastern Pennsylvania. Plenty of big fish in that river. As far as hope, I think there is a town called "New Hope," it's outside of Philadelphia in I think Bucks County.
