Since April 15 falls on a Sunday, can it be postmarked on the 16, or does it have to be postmarked by the 14th?

In the United States, for 2007, it has to be postmarked by the 17th. There have been many news and Internet announcements that the 15th is a Sunday and the 16th is a Washington D.C. holiday (Emancipation Day), so the deadline is the 17th.

Actually, it's the 17th - the 16th is a holiday in Washington DC so you get an extra extra day.
