After beating your father in petalsburg, head to Wally's parents house and they'll give you the Hm Surf. Since you already have the badge from your father required to use surf, return to mauville and head east and across the river.

Go to gamefaqs.com, look for pokemon ruby, click on one of the walkthroughs, press ctrl+f, search for surf.
