If the guy was the father of the child no consent would be necessary or if the girl was pregnant no consent would be necessary.
Georgia residency does not matter.
Georgia Code 19-3-3 says that anyone over 16 can get married, but minors still need parental consent. Georgia Code 19-3-37 says that the girl's parent/guardian can give consent at the local probate judge charged with the authority to perform marriages in lieu of going to the Georgia probate judge performing the ceremony. They have to file for a marriage license at the county that the ceremony is being performed.

Under 18: If you are 16 or 17 years old, you may apply if accompanied by both parents who have given written consent. If the bride is pregnant, no parental consent is required if you submit a statement from a licensed physician certifying that the bride is pregnant. If underage applicants already have a child, they should present a certified copy of the birth certificate for the child at the time of application. If parental consent is not required, the court will notify parents or guardians that you have been issued a marriage license. There is an additional fee of $1.00 per letter.

Why not just wait 'til you are 18 or call your local city hall. I'm not sure what the age for sexual consent is in Georgia, if it's 18, that's stupid, but let's assume it's something a little more reasonable like 16. If it is 16 or no one is going to give a shite anyways, you do have a kid so claiming statitory rape would be rather amusing, you can move in with this guy until you are legally able to marry him.
