If the person is working solo, they might be in trouble if they cannot hit a tone ot talk on the radio long enough to request help. There are alot of one person 911 centers in rural areas.

But if they don't work alone, they have help all around them.

If at work, the operator (or another dispatcher) would follow the procedues for dispatching an ambulance to the PSAP (call center). This typically involves radio communication relating signs and symptoms only, and not making a diagnosis.

For example:
Medic 2, respond to 123 Stone Street for a 57 year old male with chest pain radiating to the left arm.

Dispatchers have been known to dispatch assistance to the PSAP in other more dramatic cases. A trade magazine told the story of a call center that was struck by lightning. Though injured, a dispatcher managed to summon help to the call center.

Funny, but if they're not at work they call 911 like the rest of us. If they are at work then they tell the supervisor.
