If the question was "do you have a condition which would impair your ability to do the job" could this question legally be answered NO if the applicant had a mental illness, (considering the applicant believed the illness was under control)?

Impair is the word you should have concentrated on.

Not disable...impair.

Sounds pretty dishonest to me.

The key word here is 'impair'. If your condition is being treated effectively then it should not impair your ability to do the job. If you are concerned, talk to the doctor who is treating you. He can offer guidance and support. Good luck!
