I am also looking for worst consecutive picks by a team or undervalued stars. In a sense a draft "Steal'.

I'll give you the team with the three worst consecutive picks -- the Cleveland Browns. I am basing this on that the three picks were very high, #1, #1 and #3. And also that players picked immediately afterward would have been much better for the franchise.
1999 - Tim Couch, QB - Kentucky (#1)
2000 - Courtney Brown, DE - Penn St. (#1)
2001 - Gerard Warren, DT - Florida (#3)
Obviously none of these players are still with the Browns. Couch is out of football after a brief stint with Green Bay in 2005. The Browns could have picked Syracuse QB Donovan McNabb, who went to the Eagles. McNabb (when healthy) is one of the best QB's in the NFL to this day. The Browns also passed up on the chance to pick RB Edgerrin James of Miami and Ricky Williams of Texas. Say what you want, but even Ricky Williams is a drastic improvement over Tim Couch.
Instead of the plodding, oft-injured Courtney Brown, Cleveland could have had LB LaVar Arrington of Penn St., who went to Washington. Arrington has had many injuries, but his first few seasons in the league he was an immediate contributor. At #3 overall, Washington picked Alabama OT Chris Samuels. Samuels continues to be a dominant force to this day. At #5, the Baltimore Ravens (aka the original Browns) picked RB Jamal Lewis from Tennessee. Lewis holds the NFL single-season and single-game rushing records. He signed with the Browns in 2007 as a free agent, but his career has been in a steady decline. The failure of the Browns to draft quality running backs has been their downfall.
In 2001, the Browns blew it again, picking Florida DT Gerrard Warren 3rd overall. Warren was disinterested as a Brown, taking many plays (and games) off. Even worse, the next three selections, DE Justin Smith (Bengals), RB LaDainian Tomlinson (Chargers) and DE Richard Seymour (Patriots) are all Pro-Bowlers.
Imagine where the Browns would be if they had picked;
1999) McNabb
2000) Samuels
2001) Tomlinson
That was some bad drafting.
Adding to that picking busts like Boston College RB William Green and the oft-injured TE Kellen Winslow of Miami, it's easy to see why the Browns have been NFL doormats for so long.

Worst pick of all time is hard, but I would say Ryan Leaf in San Diego was problematic. Although I think that when the Raiders drafted Todd Marijuanavich with their 1st round pick it was a disaster.
Underrated Pick, a good candidate would be Tom Brady of the Patriots, who was drafted in the 6th round of the 2000 draft...
Worst pick record in the NFL has to go to the Houston Texans. They always find a way to screw up their draft.

Minnesota Vikings. The Heschell Walker deal with Dallas began a landslide of bad picks. 2000 - Chris Hovan 2001 - Michael Bennett 2002 - Bryant McKinnie 2003 - Kevin Williams 2004 - Kenechi Udeze 2005 - Troy Williamson 2006 - Chad Greenway These are all 1st round picks at that.

Worst consecutive picks: Lions; Matt Millen drafts nothing but a bunch of wide receivers. Most people had Brady Quinn going to Detroit this year, but I heard some of the "front office" was really interested in Calvin Johnson.

Consectuive bad first round picks? You HAVE to be talking about the Cleveland Browns. Hands down!
First Rounders by year (Cleveland Browns since 1999 expansion)
1999 - Tim Couch (the #1 pick! not in league anymore)
2000 - Courtney Brown (another bust, traded)
2001 - Gerrard Warren (injured, bust, traded)
2002 - William Green (arrested, not in league)
2003 - Jeff Faine (traded 2 years later)
2004 - Kellen Winslow Jr. (injured but now decient)
2005 - Braylon Edwards (too early to tell)
ZERO pro-bowlers in the last 7 years first round draft picks. There are more Felons on the list than pro-bowlers. The Browns own the worst consecutive first round busts than anyone. I beleive that was your question.

Worst pick: I think the consesus is, and I'd have to agree, is Ryan Leaf.
Best pick: Karl Mecklenburg, LB for the Broncos for like a decade or more after being a 7th rd pick. There aren't even 7 rounds anymore; that's what the league thinks of 7th rounders in general.
Worst consecuitve picks: just look what Matt Millen has done to the Lions.

ryan leaf would be the obvious pick for the worst pick ever. He was the 2nd pick ever, and a highly touted qb...but that is the hardest pick to make because of all the uncertainties that come with that pick. The pick that I am going to go with Robert Gallery. He was supposed to be an NFL star for at least 10 years, now he is struggling to keep his job...the only reason he has it is because he plays for the Raiders...way overrated pick specially since tackle is supposed to be the "safe" pick. The most underrated pick for the first round at least is Willis Mgahee...he was coming off a torn acl which made a lot of teams pass on him. buffalo took a chance on him and althought he is no longer with the team has been a top flight running back since he broke out in the 2004 season

Most underated pick- Chris McCalister, I think he is underated as a player
Worst consecutive picks by a team- Lions
Biggest draft steal- I am going with T.J. Houshmanzadah, he was a 7th rounder, Brady is good to but alot of people believe he is a product of his coach.
*Edit* Surprised no one mentioned it but Oakland taking a kicker in the 1st round was just as bad as the Saints Ricky Williams.

Best steals: Tom Brady(6th rd) or Shannon Sharpe(7th rd) and Andre Reed (4th rd). Or looking back LT at the 5th pick was a pretty good steal. Ryan Leaf could be the worst but you should also consider Tim Couch(1st overall), Eli Manning(Giants gave up ALOT to get him), Heath Schuler(3rd). Don't forget Ki-Jana Carter(1st Overall), total bust. There are many answers to this question but these are just some of my ideas.
