No, it is not necessarily normal.
In Windows XP, that should only appear the first time you insert the USB drive. It installs the driver which stays put when you disconnect the drive. It should not have to keep going through the installation process every time you reconnect it.
So I would ask what version of Windows you're using. Also I would go out to the manufacturer's website to look up known issues.

Theoretically, we should be able to plug in and unplug a USB device without problem, however, I have found this not to be the case. If I do not go through the "safely remove" process, I am unable to plug in another device.
Once I have installed the driver for the particular device, I am good to go.
Maybe you should ensure that you have the appropriate driver and that the USB port is working correctly:
To open Device Manager, click Start,
point to Settings,
and then click Control Panel.
Double-click System.
On the Hardware tab,
click Device Manager.
Right-cl the item to be checked and select Properties.
You should be told whether or not the item is working properly. You can also update the driver from here.

If you are using XP, it should only tell you found new hardware the first time you plug it in. Windows will then try install the drivers of known brands and if it does not have the drivers, it will inform you of this and you will have to use the driver cd that the drive came with. Not all drivers are digitally signed and windows will inform you if the driver is not digitally signed. If this happens, just click continue anyway, as it is the driver for the drive, so it needs to be installed. if the driver is not installed, you will get the "found new hardware" notice everytime you use the drive.

Its supposed to. Just click on the Icon and windows will install it for you or prompt you to insert drivers disk if you have one. Other wise it will be considered a plug and play peripheral and windows will auto install. You sometimes have to restart your computer after in order to use all the features on the device.

Yes, this is normal because windows need to installed a driver for that plug-and-play hardware to be able to use it.
