Students to teachers means students goes on the left and teachers on the right.

160 to 8
20 to 1

You have to reduce it.

I divided 160 by 8 and got "B" for the answer. There will be 20 students for every one teacher.
The ratio will be 1 to 20.

The answer is C BECAUSE it asks for the ratio of 'students to teachers.' That is 20 students to 1 teacher. Be careful. That's why answer choice B is in there.
