No internet. T.V. is always news shows that repeat the same excact thing for 30 minutes, and everything on T.V. today is re runs.

If we can assume that "Internet" means having a reasonably high speed connection of your own with a computer and monitor to view it with, then no Internet is definitely worse.
You can get most good TV programs over the Internet (or on DVD, and you can play DVDs on a computer). If it isn't already available, you can often find a fellow fan who is willing to digitize and upload if you look hard enough. The only TV show I can think of that would be very difficult to get would be the local news, but you can usually find websites with that information anyways. Besides, it's far faster and more efficient to read news on a website than to watch the news in video form.
Also, if you're talking about just not having a physical TV (as opposed to also having no TV service), you can always install a TV tuner card into your computer and get local TV programs that way. The other thing I do with my TV is play console video games, but if your Internet access device includes an expensive enough monitor for your computer, it'll take inputs from a video game console.
Now, if you're talking about a restricted and limited Internet and a computer that doesn't belong to you (as in the case if you only have Internet access at school, work, a library, or a cybercafe), and if you're talking about a slow dial-up Internet, then it'd be a closer race, but I would still personally take the Internet over the TV. There's a whole lot more entertainment available on the Internet than on TV. If you don't have the bandwidth for YouTube, blogs, forums, and even Yahoo! Answers can be huge time sinks. I was at my parents' house where they have a full cable subscription, and I surfed through hundreds and hundreds of channels for several hours, and I still couldn't find anything entertaining to watch.
There are lots of things that can replace a TV. Very few things can replace the Internet. The Internet is so important that many libraries have a computer cluster so people can borrow Internet access for a while. Very few libraries seem to have TV clusters where people can borrow TV access.
