We, the Belgians, for a start. Or rather our late king Leopold II who ran the Congo as a private rubber plantation between 1885 and 1909, and halved the population in doing so. Even his British neigbours thought he went over the top! It will take a lot of Amritsars to equal one Congo Free State!

I'd say the Vikings when they went to Eastern England and Ireland.
The entire royal line was later effected when Rollo of Normandy became the ruler of the first viking principality.
He is a direct ancestor of William the Conqueror.
Through William, he is a direct ancestor and predecessor of the present-day British royal family, including Elizabeth II of the United Kingdom of Great Britain and Northern Ireland.

Probably the Belgians serving under King Leopold II in the Belgian Congo. From 1885 to 1908 the country was the personal property of the King, whose agents committed many atrocities. Leopold was so disliked by the Belgians that the people booed him at his own funeral

I read the book detailed below and I have to say that, while many of the men involved were 'men of their time' and their statements wouldn't please the race relations industry, the German colonisers of Africa were in a class of their own. There was one Paul (unfortunately I forget his surname) who talked about the sheer joy of mowing down n*****s with a machine-gun.
He was no slouch when it came to the raping, either.
