Ok, I have a craft project that calls for grosgrain ribbon, elastic, and bells to make a holiday dog/cat collar. My question is, does grosgrain ribbon stretch with the ribbon to get it over the pet's head?

If you have an iron that can steam while hovering horizontally, one that can do a "shot of steam", there's usually a button on the iron for this-I have shrunk delicate French ribbon using just steam, it doesn't burn the ribbon, I've also steamed the wrinkles out of sheer ribbons that, I think, are made from nylon, those sheer organdy spools. Rowenta is the iron I have, I learned the "shot of steam" trick from watching craft shows on TV, & my iron at the time could not do that; JoAnn sometimes has irons on sale, because this kind is about $100 regularly.

It doesn't stretch, but I suspect the instructions call for you to leave a section where you would use the elastic instead of the ribbon, to get it on and off?

No grosgrain doesn't stretch. You have to usually iron or steam it into a curve for circular items such as hatbands.

No it does not stretch. You could get a small buckle to attach the 2 sides. There are several kinds available. Find them in the notions section of your local fabric store.

no gross grain will not streach i assume they make it gathered looking and the elastic is what streaches and you have about one and a half times as much ribbon as you do elastic. bells are not a good idea anyway as cats can chew them off and swallow them.
