It's supposed to be a play on words. I don't really know how to explain it. Another one was - ping WILLOW - and the answer was weeping willow. Does that explain it a little better? Hopefully.

In the puzzle the "ping" was written smaller than the WILLOW.
Therefore, the ping was 'wee' meaning little, thus-
weeping willow.
This type of puzzle is known as a Wacky Wordy. To solve these one needs to look at the positions, sizes, and locations of the letters/words to determine the phrase.
