Watergate caused a President to resign - has to be that. Iran/Contra made a ripple for a while but wasn't all that big. Monica was just sound bites that embarrassed (at least publicly) a President but had no ill affect as there was nothing illegal about the relationship and was used mainly as an excuse to help President Clinton keep his popularity in light of his 21 indictments on crime (the least worse). The GW Bush things are also mostly hyperbole as no laws were broken and they were based on precedents.

Watergate: President doesn't report a crime.
Iran-Contra: Some Presidential staff commit a crime by breaking a law against selling arms to Iran.
Monica Lewinski: President lies, under oath, to Congress.
Uranium documents: Someone (not an American) makes up intelligence, or grossly exaggerates intelligence findings.
1) WORST: I would have to say that a President lying, under oath, to Congress is the worst "crime" committed, and certainly the worst thing any President had a direct involvement in.
2) Next worst: The next would be Iran-Contra, since Presidential staff committed a crime.
3) Next worst: Watergate, where the President didn't report a crime he likely knew about, and benefited from, in some scenarios.
4) Uranium documents: Questionable whether any crime was committed by making up intel, especially since the person making up the intel wasn't American. Also, interpretation of intelligence is very subjective. It would be hard to say an analysts judgment had criminal intent.

Iran-Contra was selling weapons to the terrorists in iran who were killing our spies in order to steal the money from the weapon sales and give it to counterrevolutionaries in nicaragua.
The effect on the innocent people of the region and on our nation (immigration) has been devastating.
Still, can anything match lying our great nation into a war that included the torture of innocents? The people who did Iran-Contra were cut from the same cloth as those who did Iraq, but in Iraq, their evil reaches its zenith.
Watergate is bad, but not evil. The right wing hit squad who pulled off the Lewinski scandal were certainly immoral evil doers, and they cost our country much. In fact, maybe the evil doers who caused Monica are the greatest criminals, because they made George Bush possible....

Which is worse?
Truthfully, the fact that one can list off so many legit and relatively recent scandals concerning our elected officials in Washington - and it represents only the tip of the ice burg.
A little more accountability in Washington would be a nice touch.

How about telling lies in the state of the union about Uranium Documents that were printed on stolen letter heads and the CIA stating they were probably fake but still bring up to get the American people to invade Iraq.

Well...let's see.
Watergate. No one died. Cost a few bucks. Cost some time. No big deal.
Iran-Contra. Some people made some money. Enemies got some weapons. Not really sure cost of life or time.
Monica. No one died. No casualties. Cost taxpayers a few million. Big waste of time over a personal matter.
Forged Docs. Lots of death and destruction. Enormous cost in time, money, and resources. Devastating to foriegn relations.
This is tough, but I think I'll have to go with forged docs.

Uranium Documents for war. There was a smaller death toll and virtually NO Americans dead in the other events. Also none of the others nearly broke the US Treasury.
