If you just don't want to talk to anyone at all. I say yes to saying hello. If you don't they are either going to ask you a whole bunch of questions or think you're a jerk.
If you don't want to talk to a certain person. I say no don't talk to them at all. Still you run the risk of them asking why you're not talking.
When you really don't want to talk, I find it's best to say just a few words. Saying nothing at all leaves people wondering what's going on with you. Then they get nosy and want to ask you questions.
Best bet is just say I'm not in the mood to talk.

It is OK to speak when you are being spoken to, but you don't have to hold a conversation with someone if you don't want to. Play like you are really into a book then people will not talk to you.

If I see them , I guess I say hi.. but not always in a mood to "chat" and wouldn't want to rain on someones parade either if i'm not feeling well .
