Low pressure normally would mean moisture, clouds, and many times rain or snow, a lot of times associated with a frontal system. This is because a Low pressure system rotates counter clockwise pulling in warm moist air on the front side of it and cool air on the back side.

High pressure normally means fair weather. Because it rotates the opposite direction and brings in cooler air from the north, it brings calm, fair weather.

Low pressures are usually associated with cloudy skies and precipitation. This is because the low pressure is converging air and bring the moisture to one area.

As the name says, a "high" is an area where the air's pressure is higher than the pressure of the surrounding air. A "low' is where it's lower.

The pressure is high at the surface where air is slowly descending — much too slowly to feel. And, this is going on over a large area, maybe a few hundred square miles. As air descends, it warms, which inhibits the formation of clouds. This is why high pressure is generally — but not quite always — associated with good weather.

The air that descends in high-pressure areas has to get to high altitudes in some way, and its done by rising in areas where the pressure at the surface is low.

As air rises it cools. As the air cools, the humidity in it begins to condense into tiny drops of water, or if it's cold enough, into tiny ice crystals. If there's enough water or ice, rain or snow begin to fall. This is why low pressure is associated with bad weather.

He is talking about cloudy skies and even a chance of rain depending on how low the pressure is.

If low pressure is moving in that usually leads to cloudy weather. If it is clear and nice that is an indication of high pressure.

IN THE NORTHER HEMISPHERE THE LOW PRESSURE WILL MOVE TOWARD EAST . ABOUT THE CLOUDS YOU MUST KNOW ABOUT THE DEW POINT AND RELATIVE HUMIDITY AT THE TIME. BUT NORMALLY AS WIND WILL BE MOVE ANTICLOCKWISE AND EMERGE TOWARD THE CENTER OF LOW WILL CAUSE AN UPLIFT IN CENTER OF LOW WHICH CAN FORM CLOUDES
