Yes, of course you can put it on the same IDE cable.
Optimally you have it on two separate channels, but there's nothing wrong with putting both on the same cable - it's a little slower, but you're still going to get everything done you need to. The only time I wouldn't is if you're using a DVD burner and a very slow hard drive (5400 rpm / 150gb+).

If thye are both IDE, yes.

IDE supports 2 drives per cable, however, the drive's must be set correctly.

The drives should work fine if both drive jumpers are set to "cable select", otherwise set the hard drive as "master" and the CD as "slave".
