In the ground - lol. Try growing them from the seeds of your favourite chilies by drying them out and then planting in a good seed raising mix.

When there are more than two leaves showing, transplant them into their growing position.

Most plants come with planting instructions as to light/shade requirements etc. I know that jalapenos are easy to grow - lots of sun - I don't know about other types of peppers. One step I learned and which I also read on a gardening site is to dig your hole for the plant and then pour in water and let it settle to eliminate air pockets before placing the plant. If transplanting from a commercial packet or cup you should water about a half hour before removing to make it easier to remove - remove too soon and you may tear the roots.

Chilies require warm temperatures and not too much rain. The hotter the weather the hotter the chili. You can either buy bedding plants or plant them from seed.

go to the garden center and buy the plants and plant them. They're just pepper plants.
