What percentage of total population of a country constitute a group minority?

Sir,
Recently Allahabad High Court of UP, India withdrew minority status from Muslims and division bench stayed the order. What was criteria?

If you define minority as less then 50% of the population, every single person can claim to be part of at least 1 group that is a minority. Most people of part of at least a dozen 'minorities'.

It depends, anywhere under 30% can be a good guideline though.
