Note that the "cabinet" itself was Washington's idea. There is no specific mention of it in the Constitution (only a very general reference in Art II, sec 2 to his making appointments which the Senate confirms).

In fact, Washington's CONCEPTION of the Cabinet is based on the military councils of leaders, aids, etc. that he had helping him during the Revolution. And EVERY member of his Cabinet was an associate from the war -- that is, he chose people he already had worked with and whose judgment he knew he could trust.
