Yes my friend they are cartoon. But they are referred to as "political cartoons". Here is an excerpt from the site that is displaying those pictures.
"This site includes a number of politcal cartoons that illustrate the plight of the Armenians."

They are called "Editorial Cartoons" or "Political Cartoons". Often found on the editorial opinion page of the newspapers in the U.S. They've been used in the U.S. newspapers for well over a century.
