US$ 4000 would be in Italy roughly € 3000 (something less).
In my opinion it can't be a solid base to start a new life here.
Consider that 3000 € are in Italy the equivalent of a 2 months average salary or 4/5 months of renting a medium house in a pretty big town or the cost of a medium scooter.
However if you're single, if you come here having already a guaranteed job (minimum 1200-1300 € net x month) and you don't want live in the midtown of a large city (like Rome, Milan, Florence,etc) then I think 4000 dollars could be enough as a base for yr project.

I believe they use Euros nowadays and have gotten rid of the Liras. US$4,000 is about 3,000 Euros.
