It means that efforts that are purely national are not likely to be successful.
If gorillas are being shot in one country, it hardly matters HOW protected they are in another one if they wander back and forth!
Conservationists who want to make a difference must have the cooperation of almost everyone. No small task!

Borders are Human concepts ,
ask a bird about borders he wont know what you are on about neither does the gorilla
it obstructs conservationist ,because protection,control and policy differs with nationality ,and one day they may be under the protection of a permit and local police ,another day they maybe illegal trespassers hunted by border patrolls
the gorilla maybe protected at one point and hunted further along the road
the main culprit in Africa is European politics ,because they made political borders on maps that split many nations in pieces ,
because they had always followed geographical borders ,that were natural and usually were mountain ranges and rivers ,
and climatic niches were also confined to these ,making the animal habitats also more compartmentalised ,instead of now divided between different political and social views ,

Conservation laws and customs can vary from country to country. Some gorilla ranges cross different countries borders. It complicates the efforts of conservationists, to say the least.

If conservationists are trying to maintain a safe habitat for gorillas, it's rather hard to protect the gorillas when they wander out of the safe habitat. Gorillas aren't going to understand that they are safer in one area.

they dont know much about politics.....they are just competing for limited resources.....so they dont know where the political borders are...thus governments have to adopt consistent, agreeable policies.....otherwise....extinct....GL
