I've used balancing weights and also pennies taped to individual blades. First , take off all the blades and clean them well. Then install them tightly and try the fan. If that doesn't work, now go to the weights or pennies. At least in my area, ceiling fans sell for about 40 bucks. So if you're not mechanically inclined and don't mind spending some bucks, that might be the way to go.

Take a screwdriver and tighten all of the screws that hold each one of the blades to the connecting arm and each one of the arms to the motor. Turn it on. Have a GOOD look at the fan. As the fan operates (turns) are all of the blades at the same level and ones tip is not higher or lower than the others. I had a service call because a homeowners ceiling fan had been wobbling so bad it gouged the ceiling. One blade was tipped in the wrong direction by teenagers roughhousing. If your fan seems loose (like in your description) and tightening the blades did not help, lower the canopy (@ the ceiling) and make sure the ball is attached correctly and snug and it is in it's "groove". Are the blades wood? Humidity will change the wooden blades and make the fan wobble differently at different times of the year. If all is strait and screws are tightened, try a "ceiling fan balancing kit", from the hardware store. But tighten it up first. The screws will loosen over time because of the vibrations from the fan. Helpful hint... Use a screw driver that FITS SNUG in the screws. Also, for more detail, read trekkers answer below

When a ceiling fan wobbles, the vibration can damage the fan and shorten its life. Usually you can trace the problem to one of three sources: The fan isn't securely fastened to the ceiling, the blades are unbalanced or the blades are warped.

There are balancing weights available at the hardware store and they come with instructions. It's the ONLY way. But make sure the blades are adequately tight on the fan.
